Come2CoM is an Intelligent Energy Europe funded project that aims to encourage cities and municipalities across 11 EU countries to sign up to the Covenant of Mayors (CoM) and ‘do their bit’ by reducing CO2 emissions. Every new CoM signatory agrees to establish a baseline emissions inventory and develop a Sustainable Energy Action Plan (SEAP) that shows how they will meet or exceed the EU target of a 20% reduction in CO2 emissions by 2020.
